Under a such severe situation, a high level of innovation technical talent team is necessary to achieve China Dream. On 18th Aug,2014, the president Xi Jinping emphasized on the 7th meeting of Finance and Economics that innovation was always the important force to push the nation’s development. The fundamental power of development lied in innovation. The main subjects for now and future was how to promote and motivate innovation. Reform means innovation and innovation breeds development.Under this background, this paper sets up a identification model for enterprise technical talents which is based on the systematic review of domestic and abroad talent identification and value evaluation theory. This paper makes deep research for talent evaluation with stereoscopic comprehensive evaluation method. Firstly, concept analysis and small sample questionnaires can define the concept of innovative technical talents, select identify factors and set up model. Secondly, using the Analytic Hierarchy Process to confirm the index which is based on the value evaluation system. The stereoscopic comprehensive evaluation method can determine evaluation factors. Then the model of professional and technical talent can calculate the comprehensive scores. Finally, making a comprehensive analysis and application with real cases. At the same time,it points out the limitations and problems which need more research.The results prove that the stereoscopic comprehensive evaluation method based on AHP has high scientific and practical value for the innovative technical talents evaluation. It not only provide a extremely effective method for the evaluation of innovative technical talents, but also provide important basis for fair and reasonable payment and motivation systems. |
