With the rapid development of science and technology in the 21st century,high-tech enterprises drive the social economy,and IT enterprises,as the representatives of high-tech enterprises,contribute their own strength to the social economy.It enterprise knowledge and technology update cycle is short,the core competitiveness of the enterprise has changed from the past material assets to the current knowledge and technology innovation ability.The innovation of knowledge and technology can improve the core competitiveness of IT enterprises,promote social development and improve social economy.Innovation should be based on human beings.The knowledge and technology innovation of IT enterprises can not be separated from technical talents.The contribution of technical talents to enterprises determines their value.The value evaluation of innovative technical talents of IT enterprises is particularly important,and the targeted incentive,after evaluation is also necessary,because incentive can stimulate potential,ensure the sustainable development of talents,and bring higher for enterprises Therefore,it is of great significance to study the value evaluation and incentive of innovative technical talents in IT enterprises.First of all,this paper uses the literature method to sort out the literature related to the value evaluation and incentive of innovative technical talents in IT enterprises,combined with the relevant background of policy research,and verifies the necessity of the research on the value evaluation and incentive of innovative technical talents in IT enterprises.Secondly,combined with the literature summary of relevant theories,summarize the quality characteristics of innovative talents and enterprise technical talents,analyze the value of IT enterprise innovative technical talents,and try to define the concept of IT enterprise innovative technical talents.In view of the evaluation problem,first of all,we use the iceberg model to classify the competency,and divide the value of innovative technical talents into explicit value and implicit value.Secondly,based on the literature research,three managers of IT enterprises were interviewed in-depth.The questionnaire was designed and distributed based on the interview results.The reliability and validity were verified after the questionnaire was collected.Based on the factor analysis results of the questionnaire,the explicit value was divided into innovation knowledge and skills and innovation achievements;the implicit value was divided into innovation character,innovation motivation and innovation potential,and 19 innovative technicians were selected Evaluation index of talent value.Finally,the entropy weight method is used to calculate the weight,establish the evaluation system of enterprise innovative technical talents,use the TOPSIS method based on entropy weight to evaluate the value of innovative technical talents,get the relative value ranking,and verify the rationality of the evaluation system and the effectiveness of the evaluation method with an example.Based on the evaluation results,combined with the incentive theory,the corresponding countermeasures are put forward for the incentive of talents.The results show that the talent value analyzed by iceberg model is reasonable and accurate,19 evaluation indexes selected by factor analysis with questionnaire method are in line with the objective facts,and the effectiveness of the index system is verified by the actual calculation example.Combined with an example,it can be concluded that TOPSIS method based on entropy weight can effectively evaluate the element value and comprehensive value of innovative technical talents in enterprises,which can provide an important basis for the incentive of innovative technical talents in enterprises,and the implicit value incentive of talents is more important.
