The requirement of scientific development to national economy was proposed in the" 12th five-year plan". We must improve the transformation of the pattern of economic development mode to make the implementation of scientific development completely. As a dominant industry of national economy, industrial faces the following problems:the total energy consumption is high; excess production capacity is serious; industrial energy-saving and emission-reduction foundation is weak and so on. Alleviating these problems need to improve the energy-saving and emission-reduction efficiency and take improvement measures pertinently to promote the sustainable development of industrial economy in our country.Related literatures often use DEA model to measure industrial energy-saving and emission-reduction efficiency, Because of "black box" restriction in DEA model, so the article evaluates the efficiency by the parallel DEA model which can breaks through the "black box" restriction and further incorporates undesirable output into the parallel DEA model Based on the framework of constraints of undesirable outputs attributes, this paper uses the Parallel DEA model to estimate the industrial energy-saving and emission-reduction efficiency of our country from 2002 to 2012, regarding the provinces as main unit and the cities within the provinces as subsystem. Then the paper makes factors affecting regression with the efficiency level obtained by above model as dependent variable and several factors that influence energy-saving and emission-reduction efficiency as explanatory variables.Empirical results show that the efficiency obtained by the undesired outputs method which ignoring the internal structure of provinces is significantly high, while the efficiency obtained by the Parallel DEA model which based on constraints of undesirable outputs attributes is more realistic. The efficiency has been a general uptrend. However, the overall energy-saving and emission-reduction efficiency level is low and efficiency level exists a certain gap in different regions. Unit energy consumption of industrial production and the resident consumption level have a larger influence on energy-saving and emission-reduction efficiency. Other factors also have influence on the efficiency in different degrees. The above conclusions show that the situation of industrial energy-saving and emission-reduction is grim and large differences exist between regions. In order to promote the inclusive development of industrial, our country needs to put forward improvement program for different regions according to local conditions from a more detailed level.
