Chongqing VITCO Company engages in the research, service and management of network and electronic invoice. It’s a rapid developing and new high-tech company which was established in 2012. Company’s business layout is "a data, three clouds", i.e. invoice cloud(network, electronic invoice)which is on the basis of reliable data, supported by the big data, life cloud(localization O2 O e-commerce), industry cloud(Internet virtual industrial park).The VITCO Company’s human resource management was still in infancy, lack of many necessary management systems and too fragmented to meet the needs of the company’s rapid development. Because the construction of human resources management system requires less time and heavy task, strict cost control, so the author apply the project management, set up the HRM project to promote construction. HRM project includes organization planning, job design, authorization control, compensation design, performancedesign, and quality model and so on. The HRM project management could effectively shorten the project construction progress and reduce project construction cost and reduce the risk of the construction of the system.The author take the HRM project management work, in this paper, will analyze the present situation of the project management and the existing problems. On the basis of the theory of project management related methods, this paper will research and solve the problem, especially research the application of schedule management and risk management in construction of this project.In the aspect of schedule management, the HRM stages of project implementation activities down to every level, to determine a detailed action plan and work breakdown structure(WBS); analyze the logical order between the various activities relationship, reasonable arrangements for the implementation time for each activity, drawing HRM diagram project implementation plan and determine the critical path of the project is completed in the network diagram. Use the key events on the critical path in a planned control, to achieve effective control of the project schedule.In the aspect of risk management, firstly, determine the project risk management principles, from risk identification, risk analysis and evaluation, risk response planning, risk response control of possible risks for effective internal control system, project management. On the Company’s internal control system, risk factors HRM project and potential risks exist and to analyze the impact event listed out the possible cause and manner of response. In the overall scheme of this project on the basis of risk management, risk management program to determine, and different types of risks taken based on different measures, combined with the actual situation adjust risk management programs to improve the efficiency of risk management.The project schedule management and risk management proposed in this paper have been used in human construction project of human resource management, related research conclusions have important reference to the specific construction of the project. This paper also analyzes the general rules of construction of high-tech enterprise human resources system, and attempts to provide construction methods and recommendations of high-tech enterprise human resources system.
