| Since the founding of new China, grain issue has always been the priority of the Party and government work, our government was seeking efficient way of grain adjustment in every period. So far, our country has achieved grain self-supply, grain market normal working and farmers’ status gradual improving. In today’s rapid development of economic globalization, grain issue has became a new subject about a country’s economic development, social stability and people’s livelihood. In order to achieve a comprehensive understanding of grain issue, we must summarize the experience of grain policy standing in the historical angle and analyze gain and loss of China’s 60 years of grain policy. It can provide empirical basis for future policy choice. This study attempts to collect and sort the grain policy since the founding of new China, analyze the mechanism of China’s grain policy by using the theory of institutional change, probe the law of the policy evolution, so as to provide a systematic analysis framework for understanding China’s grain policy change.The article is divided into five parts. The first part is introduction, it introduces the background, purpose, method, thinking of the research as well as reviews and summarizes previous research conclusions. The second part discusses the connotation of grain policy and mechanism of grain policy change, studies the theory of institutional change, and divides the evolution stage of China’s grain policy on the basis of grain policy text. The third part is the main body of the article, it analyses the mechanism of China’s grain policy change by using the theory of institutional change in institutional economics, discusses the principle behind the policy change. The fourth part presents some suggestions on China’s grain policy selection according to research results. The fifth part is the summary, it summarizes the research conclusion and puts forward further research prospect. |
