A Case Study On System Reform Of The Collective Economies Of State-owned Central Enterprises

The central enterprise owned collective economy mainly conducts the production and operation activities by being affiliated to the parent state-owned enterprise, providing auxiliary products or labor service to the parent state-owned enterprise. In some degree, it is equivalent to an auxiliary unit of the parent state-owned enterprise. It is the general target of the collective economy reform set by the country to thoroughly separate the collective economy from the parent state-owned enterprise, making it become an independent legal entity and a market subject with clear property right, facing the market and taking full responsibility for the profits and losses, and making their employees settled properly, with their legal rights and interests earnestly protected. Based on the modern enterprise system and the property right theory, in combination with the present development status and operation environment of the collective economy affiliated to the central enterprise at the present stage, through investigation into specific cases, contrastive analysis, case study and experience summarization, this paper makes in-depth analysis on the collective economy reform in the enterprise affiliated to the central enterprise. It analyzes such problems as the confusing property right subjects, the difficulty in thoroughly separating from the parent enterprise, inadequacy of modern enterprise system and lack of labor rights protection that exist in the practice of the reform. It also analyzes the necessity for the collective economies to reform the system under new environment, and demonstrates the feasibility of the system reform in collective economy. Finally, to cope with these problems, this paper proposes specific suggestions and handling principles for improving the system reform of the central enterprise owned collective economy, with great significance for guiding practice. Also, it studies on the system and mechanism innovation for the problems existing in the system reform of the central enterprise owned collective economy.
