Study On Developmental Pattern Of Domestic Fishery Industrial Cluster

As a form of spatial economic organization which between market and hierarchy, industrial cluster refers to the aggregate of network structure which contain geopolitical, related enterprises and other relevant organizations, based on specialized division of labor and cooperation in market transactions and competition. With the rapid development of regional economic integration, industrial cluster has become a common economic phenomenon in the world, more and more countries are gradually relying on local industry clusters own competitive advantage, have implemented the cluster-driven economic development strategy.China being a traditional fishery country, since the reform and opening up, the pace of fishery economy development has been picking up, which benefit from the policy support and the progress of science and technology, but also faces problems of decentralized and low degree of organization. As an important mode of regional economic development, industrial clusters has special advantages in the aspects of strengthening the specialized division of labor, cooperation, and reducing the cost etc. In the background of strengthen construction of modern agriculture and "blue economy", fishery development carried in industrial cluster is conducive to the formation of improvement and economic scale effect, and promote sound and rapid development of fishery economy. Therefore, it has important theoretical and practical significance to study fishery and regional economic development from the perspective of cluster.The article take the fishery industry cluster as the research subject, and the industrial cluster theory is introduced to the fishery, propose the innovative narrow sense, economic entities which related to fishery production, processing gather in geographical space to achieve economies of scale and broad sense concept, and generalized concept, based on specific regions of fishery resources, supported by the government, intermediary and scientific research institutions, the higher level of industrial industry system which contains enterprises that have geopolitical and structure function correlation tightly around fishery production, processing, distribution, trade and other fields. Analyzed its four basic characteristics and spatial structure, expand the theoretical framework and application field of industrial cluster; Secondly, article analyzes the internal and external dynamism to promote the fishery industry cluster upgrade, endogenous dynamism is manifested as scale effect, collaborative innovation, independent development, the external dynamism is manifested as government behavior, external competition, regional brand, and the industrial cluster is the result of two effects together; Finally, based the advanced experience of abroad fisheries and combined with the reality of domestic fishery development and industrialization situation, the article proposes five fishery industry cluster model-deep processing of aquatic products and trade model, fishery scientific research and transformation of cluster, ecological and leisure fishery cluster, fishing port cluster, cultural creative industry cluster, put forward the strategy to promote dimestic fishery industry cluster development from the view of strengthen the attention and planning layout, improve cluster’s innovation, improve the functions of government, strengthen the internal coordination.
