Iron and steel industry is an important base industry in the economy system of the nation. The output of crude steel in China increased from 1.58 million tons in the initial period of China to 0.39 billion tons in the half year of 2013., with the average annual growth rate of 70 times. During these years, China kept the maximum steel production in the world, but compared to the advanced high level, the technical level and material consumptions have the disparity of 20%. High input and low output contradiction as well as the adverse effects on the environment has become increasingly prominent. Especially after China became a former member of WTO in December 2011, boundaries between the domestic and foreign markets disappeared and the competition become more intensive.Since the second half of 2011, profits of the domestic steel industry has been hovering near the bottom line. In the first half of 2013, 35 corporations of the 86 members of China Steel Association has been operating at loss, the ratio reached to 40.7%. During the “winter” of the industry, the key point of adjustment of steel industry is controlling the output and improving the structure of supply and demand. The overall solution program to resolve the excess production that joint formulated by several national ministries is imminent. Challenge to the survival and development of steelmaking plant is proposed with the change of external environment.Due to the narrow space, Panzhihua Vanadium-extracting and Steel-making Plant has more equipment than other plants with the same scale, the process time is nearly 1 hour longer than other plans. Furthermore, Hot metal has high sulfur content, low carbon content and low temperature due to smelting by vanadium and titanium magnetite. Those factors lead to more input than other plants to arrival the same level of quality. That caused a high material and energy consumption. These disadvantages increased the cost of production and reduced the market competitiveness.Aiming at the above-mentioned problems, strategic managements of steelmaking plant proposed the identify and management of the stakeholders, optimizing the human resource and innovating the management mode, applying fine management on production process, development of new products viewed on the market. Furthermore, the steelmaking plant is developing the circular economy represented by utilizing the “three wastes” saving energy and reducing consumption by saving the water and power, proposing all scale and all system comparing with the standard and tapping potentials, such as comprehensive utilization of waste heat witch represented by recycle of the converter gas and reform the dust removal system. Process time decreased from 298 min to 265 min, Integrated energy consumption of the plant decreased from 53.023kgce/t steel during the 10 th five-year plan to 12.84kgce/t steel during the 11 th five-year plan, and on the first two years of the 12 th five-year plan, it decreased to 9.781kgce/t steel. The rate of environmental protection facilities’ operation has reached 99.86% and the rate of the dust removal reached 99.5%.As well as tapping potentials, the steelmaking plant also compared with the clean standard and advanced corporations, understanding the difference between itself and the state institution and advanced level. The plant is developing circular economy represented by comprehensive utilization of the steelmaking slag. Technical innovation represented by the study of automatic steelmaking technology, applying fine management represented by decreasing the process time. The steelmaking plant will improve the level of energy consumption with both the technical and management measures. The plant will propose effective produce with the theory of reducing the smelting temperature. At the end of the 12 th five-year plan,the comprehensive energy consumption will drop to 7.5kgce/t steel. At finally achieve the goal of "low investment, high outputs, low pollution, zero emission, high benefit and sustainable development". Continually promote the stakeholders’ satisfaction and build the “beautiful China” with green steel industry.
