Human resource management is one of the most important parts of the enterprise management. It’s status and role also along with the increasingly fierce market competition and profound changes. The traditional personnel management to human resource management function transformation, and then to the strategic management of human resources. Began to realize that more and more entrepreneurs, scientific human resource strategic management not only helps to accumulate the human capital of the enterprise, enhance the enterprise the decision quality, also is helpful to improve the staff’s performance, improve enterprise’s core competitiveness, and help enterprises to meet their strategic objectives. Human resource planning is the core content of human resource strategy. Effective human resource planning is the foundation of the enterprise human resources management. Based on individuals engaged in the management work,combined with the author think of this unit human resources management present situation, this article selects the M company as the research target. The company is a domestic large-scale hydropower development enterprise, the main business for the Y river basin hydropower development and construction. The company’s industry characteristics, and the current human resources management is facing a lot of disadvantages, have certain representativeness.Based on the theory of human resources management, of M company’s human resources management present situation and the analysis of existing problems, build accord with the actual requirement of M company human resource planning. This study aims to help M company to realize its strategic target of human resource management,but also for the similar hydropower development and construction of enterprise human resources planning and provide certain reference.This article is divided into six chapters. The first chapter is introduction. Mainly introduced the paper selected topic background, significance and research methods. To review literature about human resource management both at home and abroad,summarizes the predecessors’ research achievements in this field, pointed out the direction to the research of this paper. The second chapter generalizes the related theory of of human resource management. Subsequent analysis provides a theoretical basis for this article. The third chapter of M company’s human resources management presentsituation is analyzed. Clear the M company’s overall development strategy for human resource demand, and summarizes the company of the main problems in the current human resource management, including structure unreasonable, the allocation of human resources is relatively single, employees’ personal development and business development goals, and performance management system is not perfect and so on. This article will be the cause of these problems due to the particularity of the hydropower enterprise, existing talent flow environment restriction and the existing system. The fourth chapter of M company’s human resources planning has carried on the preliminary design. First has been clear about the company human resource strategy goal, and then puts forward the general principles of human resources planning and design, the main content of planning and implementation strategy is discussed. Key for M company human resource supply and demand forecast, and the measures for the implementation of the recruitment from the company, talent training, the design of salary incentive for employees, and elaborates the content of the evaluation of human resource planning etc.The fifth chapter is the company’s human resources strategic safeguard measures are discussed. M at the organization level provides strong support for human resource planning. At the system level, through the salary management, performance appraisal,training and recruitment management system design, provides strategic safeguard for human resource planning. In addition, the M company excellent corporate culture and improve the supporting measures can also help improve enterprise human resources planning. Chapter 6 of this article, summarizes the main work, and points out the deficiency of this article, at the same time for the future research are prospected.The main contribution of this paper is to, based on the author’s work, will be the master of human resource management theory and method is applied to the practice of engineering management. Preliminary constructed for M the actual human resources planning. The content of the research has strong practical significance and application value. The conclusion of this article is for the similar hydropower enterprise human resources planning provides a train of thought of using for reference.
