Scientific and technological achievements award is the premise and foundation of scientific and technological achievements reward, at the same time, whether the award process is perfect or not directly decides the purpose and significance of scientific and technological achievements reward. Also the design for scientific and technological achievements award process is more favorable for the optimal configuration scientific and technological resource in China, and is conducive to the formation of award atmosphere, at the same time is in favor of technology’s sustainable development in our country.This research expounds the present state of award system, organization establishment and award situation of scientific and technological achievements reward system in China. Based on the case analysis, the paper explores the problems existing in the process of scientific and technological achievement reward by empirical. On the basis of three typical cases, this paper has coding analysis, matrix analysis, and model construction analysis, and discusses the generic relationships between various concepts with Nvivo8.0 software. Through grounded theory analyzing, the paper sums up the problems and reasons in the process of scientific and technological achievements reward in China, namely, expert information management mechanism is imperfect, which leads to the reward objects’ running reward behavior; Project identification mechanism of science and technology is not sound, which leads to the reward objects’packaging behavior; Assessment information is not public, which leads to weak social supervision; Recommendation system is not sound, which leads to the reward objects’competing interests; Too much total awards and short cycle lead to scientific and technological workers’quick-success minds; Unscientific awarding basis leads to experts’prejudices; The objects’seeking too much award leads to alienation of reward atmosphere. From the perspective of the awarding mechanism of scientific and technological achievements, this article puts forward project identification mechanism, expert decision-making mechanism, information disclosure mechanism, process monitoring mechanism, expert information management mechanisms and "After Evaluation" mechanism; From the angle of scientific and technological achievements award management, this paper puts forward implementation of reward expert flowing management system; Strengthen the supervision and management of third party awards appraisal institutions; Disposal of the corruption in the reward process; From the angle of scientific and technological achievements award environment, this paper puts forward the adjustment cycle of prizes and quantity; Reward expert property publicity system; Adjustment of the main recommends’ structure; Creation of good award atmosphere, etc. Based on the award mechanism, award management and award environment, this paper puts forward the countermeasures and suggestions of scientific and technological achievements reward in China.
