With the development of knowledge economy, the competition between enterprises becomes more and more fierce. More and more enterprises recognize that talents are the core competence of their development. How to attract, motivate and retain talent is a big challenge faced by enterprises. The enterprises must establish a set of scientific, reasonable and effective compensation system to keep the talents. In the traditional salary pattern, pay is often directly linked with the position, and the salary level is determined by the position. The traditional salary management pattern has the drawbacks of too many salary grades, smaller salary floating range and the limited incentive effect, which results in the loss of staff, and is not conducive to the development of enterprises.In order to adapt to the changing market environment and the adjustment of enterprise strategic, The Broadband Salary Payment System is introduced into the design process of the enterprises compensation system. The Broadband Salary System compresses the quantity of salary grades, and widens the salary floating range. Broadband pay system gives prominence to the pay differences between different post sequence. There is no direct relationship between pay and performance and compensation incentive effect is limited. This paper improves the broadband pay system, introducing dynamic broadband compensation system that compensation and performance are closely linked, emphasizes that the employee’s work performance can adjust salary "bandwidth", and comprehensively considers a number of factors such as enterprise development stage, strategy, market salary level to implement the dynamic adjustment of compensation, thus play a role of compensation incentive.This paper points out the existing problems in the management salary of R&D personnel in manufacturing enterprises. By introducing the Dynamic Broadband Salary System to solve the problems mentioned above, this paper discusses the significance and process of designing and implementing the Dynamic Broadband Salary System. Taking H company as a case, according to current salary management status and problems of R&D personnel of H company, introduce the specific steps to establish the dynamic broadband salary system of the enterprise, and analyze the application condition and implementation strategy of dynamic broadband pay systemThe main research contents of this paper are as follows:The first part, through literature analysis and sorting out the relevant theory, compensation incentive theory, introducing the broadband salary, and on this basis, comprehensively set forth the theory of dynamic Broadband Salary SystemThe second part, Design dynamic broadband pay system on the basis of the broadband pay and build a dynamic broadband pay model based on the base of performance and job. Introduce the dynamic broadband pay in the process of designing manufacturing R & D pay system and apply the dynamic broadband pay system in manufacturing R & D personnel pay systemThe third part, Taking H company as a case, introduce the process of establishing the Dynamic Broadband Salary System and the specific safeguards of implementing of Dynamic Broadband Salary System successfully.
