With the rapid growth of China’s economy, as an economic blood oil, play a crucial role in China’s economic development. Rapid increase in energy consumption, not only threaten China’s energy security, but also brought serious environmental pollution and greenhouse gas emissions increased. Faces serious energy security risks and increasing environmental problems, the Chinese government on the one hand to promote the construction of strategic oil reserves, and the other side to actively promote energy conservation policy implementation, the implementation of emission reduction policies can optimize the structure of China’s economy, conserve resources, improve human living environment. Based on this, cut from the system point of view, the use of system dynamics simulation method, combined with China’s basic national conditions, the introduction of emissions constraints and oil price shocks to the economy of the transmission mechanism, in order to build up China’s strategic oil reserve system under the constraint reduction kinetic model under three scenarios, simulation appear in international oil shocks of different magnitudes in 2020, the release of all sizes and oil reserves to stabilize oil prices slow economic loss results.
