Electric power industry,as the old state-owned enterprises,for energy has played a vital role in stability.With the deepening of the reform of market economy,the electric has experienced four historical stage of reform,realizing the integration of electricity,the updated timely change of power grid structure,institutional reform and a series of major initiatives.At present, the power industry is promoting the "three set big five" system construction,constructing a strong three excellent companies.In the key period to build a high level,it is particular urgent to create a high knowledge,high professional talent team.Performance management as an important content of human resource management,has a far-reaching influence and role for deepening the reform of electric power system.Y power supply company started implementing performance evaluation under this big background in 2008,preliminary building up the performance appraisal system which although compared with previous slovenly examination form,has solved some problems from the surface layer,management problems have not been touched deeply.With the deepening of the reform,the state grid corporation issued new policyto require units at all levels to establish a quantitative evaluation system of performance management,and to standardize personnel setting up and post setting. By using the literature review and research analysis, field investigation and observation analysis and other methods,the performance management system has been redesigned and considered at the primary-level under the new situation.In order to examine goals can been accepted and done effectively by departments and employees,some tools have been taken into the system,such as benchmarking management and KPI. In reset process,the establishment of institutional framework and performance process has been taken for focal points to deal with,which made new effection.After the implementation of the new performance management system for two years,the Y power supply company fully affirmed the validity of the new direction of system and the progress of the reform,which further suggests that the scientific management process,as well as the firmly implement of strategy is the key to success.The main arrangement is as follows: the first chapter is introduction. It mainly introduces the research significance, research purpose, the arrangement Of main content and structure.The second chapter introduces the basic theory of performance management,mainly includes the basic theory of performance management research,a clear definition of the performance management,distinguishes the difference between performance management and performance appraisal,and introduces the principles of performance management.The third chapter shows current situation and an analysis of performance appraisal problems in Y power supply company. Mainly introduces the basic situation of Y power supply company, the current situation of performance management, and provides an analysis on the problems existing in old performance management model.The fourth chapter states the improvement of performance management system in Y power supply company, through the reconstruction of performance management system, the construction of the system of performance index model, focus on how to rebuild organization and process reengineering of performance management system in Y power supply company under the new situation.Chapter V is about the application of new performance management, introduces company’s situation after the new performance management system been carried out, expounds the effect of the implementation of the new system and reveals the problems and shortcomings so far.It is about conclusion and suggestions Chapter VI concludes all the paper, which summarizing the innovation of the performance management system, putting forward some solutions to solve new problems appeared in the course of implementing and suggestions.
