After the reform and opening up policy of China, agricultural resources in rural areas flowed to non-agricultural industries in urban areas rapidly in the market economy, which causes the increasing gap between urban and rural areas. The gap not only blocks economic development of our country in the long term, but also has disadvantages to social justice severely, which may bring out a series of social problems in the long term and set back the process of building a well-off society in an all-round way. Therefore, urban-rural integration development has become an important grasp on breaking the dual structure between urban and rural areas, promoting the development in rural areas and solving the “three rural issues”, also a significant strategic move to build a well-off society in an all-round way. Rural land comprehensive consolidation can be multifunctional. There are such fundamental functions as improving land productivity, defending the red line of arable land, preserving the ecological environment and promoting the economical and intensive use of land. Meanwhile, there are also additional functions like optimizing industrial distribution, improving people’s livelihood, promoting economic and social development in rural areas and so on. Only if these functions are showed through land comprehensive consolidation projects, can they play the role of promoting the urban-rural integration development. In the process of urban and rural transformation development, we can identify the effectiveness and shortcomings of rural land comprehensive consolidation by evaluating the performance of rural land comprehensive consolidation on urban-rural integration development. The conclusion can contribute to perfecting the function of rural land comprehensive consolidation, innovate rural land consolidation performance evaluation mechanism and provide scientific basis to the planning and decisions management of rural land comprehensive consolidation in the future.Based on the analysis of the theoretical logic relationship between rural land comprehensive consolidation and urban-rural integration development, this article analyzed the effect of rural land comprehensive consolidation on integration urban-rural development and driving mechanism of urban-rural integration development on rural land comprehensive consolidation. The core content includes spatial optimum allocation of rural and urban land resources, promotion of rural public service level and increase of farmers’ income. The evaluation model used is entropy weighted gray target model. The data came from field research in land consolidation project areas. The methods contains the combination of qualitative research and quantitative research and the combination of theoretical analysis and empirical analysis. Through the contrastive analysis of the seven project areas, this article concluded effectiveness and problems the rural land comprehensive consolidation has on urban-rural integration development. At the same time, this article came up with some polity advices to identify the key task of rural land comprehensive consolidation, to perfect its function and to implement land consolidation projects. The main results and conclusion are as follows:(1) The driving force of urban-rural integration development on rural land comprehensive consolidation includes three aspects: economic, social and political driving factors.The economic driving factors includes the demand for new urbanization on the construction land spatial optimization, obsolete agricultural infrastructure and the transformation development demand for collective economics. The social driving factors includes large gap between urban and rural income, imbalance of basic public service between urban and rural areas and conflict of rural social lifestyle change. The political driving factors includes the responsibility of the government to build a well-off society in an all-round way, the demand to promote farmers’ organization and the need of rural land system reform.(2) In the background of urban-rural integration development, rural land consolidation need to be comprehensive.First, it can attribute to complementary of urban and rural areas. By the policy of “pothook of city construction land increase and rural residential land decrease”, extra construction land in rural areas can be used in urban areas, which sets up a platform of spatial optimum allocation of rural and urban land resources. Second, it can promote the renovation of villages. By old buildings renovation, new home construction, infrastructure and public service facilities construction, we can build a new socialist countryside to promote the equalization of public service level between urban and rural areas. Third, it can promote farmland consolidation. By the construction of high-standard farmland, we can enable the scale, intensive and industrial development of modern agriculture. If the farmers participate in the management of modern agriculture, their income can increase. Rural land consolidation provides a feasible and effective way to promote urban-rural integration development in spatial optimum allocation of rural and urban land resources, promoting rural public service level and increasing farmers’ income.(3) There is significant difference between the performances of land comprehensive consolidation on urban-rural integration development in these project areas.If a project is invested by multi-department of the government, the area can be well planned as a whole. Thus it can build concentrated inhabitation, promote agricultural industries and land use efficiency, and also complete public service facilities, which makes the performance significant. While in areas where there are less funding or with better infrastructure, land intensive use level is higher. The accessibility of the settlements is better, there is no need to make the farmers to live in concentration residential areas, so the performance of land consolidation is not significant.(4) Land intensive use level is the main factor that influence the performance of land comprehensive consolidation on spatial optimum allocation of rural and urban land resources.In the mountain areas, the settlements are in poor transportation and environment condition, the farmers are more willing to live in concentration residential areas to improve living conditions, which results in greater potentiality and better performance. While in areas where the transportation and environment condition of the settlements is good, the potentiality is small, so is the performance.(5) The infrastructure condition of the settlements is the main factor that influence the performance of land comprehensive consolidation on the promotion of rural public service level.In the areas with high economic development level, farmers have higher income and the settlements are with better infrastructure and transportation condition. They tend to build rural community with better public service facilities. While in other areas, the settlements are in poor conditions and farmers are in poor living conditions, so they tend to build concentration residential areas with basic infrastructure. Therefore, the performance in these areas is not significant.(6) The difference between the performances of land comprehensive consolidation on increasing farmers’ income in these project areas is not obvious.In different areas, there is little difference between income increase per hectare, land transfer price, compensatory price for quitting residential land, service income in agriculture park and in land consolidation project.
