The reasons of restraining factor are conceptual problem(non-scientific development concept idea),system restricting factors,benefit, imperfect legal system and historical reason. Therefore, it is necessary to transform and upgrade.Yulin City industrial transformation and upgrading works is not easy, is not immediate.
