The overall strength and competitiveness of state-owned enterprises has been markedly enhanced since 1978 when the open-up and reform policy was carried out. Despite the fact that they have made great progresses, state-owned enterprises are exposed to some problems such as too much reliance on the monopoly, the unclear orientation for the development of enterprises, the lack of ability to innovation and corruption etc, which seriously hinder the development of state-owned enterprises. State-owned enterprises have both similarities and varieties caused by different industries so that it is necessary for our government to classify them according to the macroscopic view and market orientation. We realize that the classified supervision for state-owned enterprises is necessary and essential since the confirmation for the direction of state-owned enterprises in the Third Plenary Session of Eighteenth Central Committee.This paper consists of the history research method,compared analysis method and literature analysis method, and by the use of the basic components of market economy, the double property of state capital and public productstheory on the comprehensive analysis of the orientations of different types of state-owned enterprises. To explore the effective methods such as clearing orientation for the development of state-owned enterprises, establishing regulations of the relationship between the government and the state-owned enterprises, improving the modern enterprise system, the state-owned assets management should implement classified management of the state-owned enterprises effectively, and the classification and management of the state-owned enterprises managers to propel the reform of the state-owned enterprises. This paper is to help and enlighten the current reform of our state-owned enterprises.
