Since the founding of the People's Republic of China,the reform of state-owned enterprises in our country has been the key issue and key link in the reform and development of the state sector till now.After experiencing the power transfer,the contract system and the shareholding system reform,the establishment of a modern enterprise system,and then the establishment of a State-owned Assets Supervision and Administration Commission of the SASAC management stage,then to the present "Guiding Opinions on the Definition and Classification of State-owned Enterprises" put forward the guidance for the reform of the classification of state-owned enterprises.The state-owned enterprises have developed at a mature pace and have grown rapidly.The reform has also constantly learned from the exploration and achieved good results.The reform of state-owned enterprises has also entered a new period.Since the 13 th Five-Year Plan,our country has entered a new economic period.Judging from the domestic environment,the economic development of our country has stepped into a new normal,the economic growth has slowed down and the mode of growth has been changed.From an international perspective,the global economy has started to pick up.All countries gradually emerge from the economic crisis and their international competitiveness has become increasingly fierce.In this new phase,the reform of state-owned enterprises has both unsolved old problems and new problems.The continued deepening of state-owned enterprises reform is of great practical significance for the optimization and readjustment of the state-owned economy and for the sound development of state-owned enterprises.In this context,this article adopts the method of literature analysis,theoretical induction and comparative analysis through the analysis of the relevant theories of the reform of state-owned enterprises and the case analysis of the reform of foreign state-owned enterprises.Based on the actual situation and the guidance of the "Guiding Opinions" On the basis of this,the paper systematically put forward the specific taxonomy of state-owned enterprises and the corresponding reform measures to build a new type of stratified classifiedstate-owned economic management system.In this paper,the state-owned enterprises are classified into public policy categories,special tasks categories and general commercial state-owned enterprises according to the classification criteria.The reform direction of public policy state-owned enterprises is greater financial support and finer control.The reform of special task-oriented state-owned enterprises The direction is targeted and the balance point is found,which fully embodies the national macroeconomic policies and the readjustment of the state-owned economy.The reform direction of general commercial state-owned enterprises is to take the path of marketization,separating government funds from government and enterprises.And uses the classification basis and standard of this article to carry on the concrete classification practice to the present central enterprise.The conclusion of this paper is to clarify the development positioning of the three types of state-owned enterprises and to implement the corresponding supporting measures,including the legal system and supervision and management,with the classified state-owned enterprises to stimulate the efficiency of state-owned enterprises and promote the smooth progress of the classified reforms of state-owned enterprises,And promote the optimization of the layout of state-owned economy and rational structure in our country.We hope this study can be helpful and enlightening for the deepening reform of China's state-owned enterprises.
