Rural labor human capital is the important source of rural economic growth. It is very important to build up the long-term security mechanism of rural labor human capital for promoting rural economic growth, increasing rural residents’ income, improving the quality of the rural labor force and safeguarding rural residents’ basic rights and interests,which is the objective requirement of the strategy of reinvigorating China through human resource development in our country. First of all, the paper summarizes the elements of human capital and a series of researches in the field. Secondly, it puts forward the principles of long-term security mechanism on the basis of actuality of the development of rural labor human capital, these are the suitable for Chinese conciditions principle, the strategy guiding principle, the equalization principle among different areas and the principle of urban and rural areas.Basing the principles, the article analyzes five long-term security mechanism that include long-term institutional mechanism,long-term basic survival mechanism, long-term education mechanism, long-term health mechanism and long-term social security mechanism and so on. Then, it further analyzes the mechanisms of action of each mechanism and interaction among them.Thirdly,it selects 15 indicators to picture five mechanisms, and uses Eviews multivariate linear regression model to analyzes with the data of 31 provinces from 2000 to 2012 in our country,and examines the institutional mechanism,long-term basic survival mechanism, long-term education mechanism, long-term health mechanism and long-term social security mechanism effectiveness of human capital; Finally, the paper provides the relevant suggestions to develop the rural labors human capital.
