Research On Long-term Mechanism Of The Flow Of The Rural Labor Force China

The flow of the labor force in the countryside is a special phenomenon in China during transition in the 21 century. With the further development of the urbanization, industrialization, marketability and economical internationalization, and the comprehensive, coordinated and sustainable development of the economy and society, a large-scale flow of rural labor force taking place.Flow of rural labor force is the main solution to solve the problems of country,agriculture and peasants,beacuse the difficulty of the problems of the country at present,the agriculture and the peasants in China lies in the problem of the farmer, and which in fact is the problem of the employment of the farmer. In order to change the farmer into the citizen and increase their income, the flow of the labor force in the countryside is just the first and crucial step to realize this goal. Therefore, doing well in the flow of the rural labor work is very important,we must have a quite comprehensive understanding to this and helping the farmer fast turn themselves into citizen and constructing a harmonious society is a new and urgent task for us all。The article has carried on the review to the theory and the experience of the domestic and foreign rural labor's flow, but domestic studies on the flow of the labor force in the countryside is still in exploration, the correlation theories are not mature at present, so the practices are lack of powerful theory instruction.Thus, carrying on this research with the experiences and mistakes obtained from the practices is extremely important。This article elaborated the problems and characters of the flow of rural labor force first; then analyzed the restrict factors which block flow of rural labor force , finally, proposed some countermeasures and mechanisms.Firstly,article unifies the course of the flow of rural labor force in recent years, the population condition, the region profession distributed situation and so on, analyses the characteristic and the tendency of the rural labor force flow , discusses the influence factors, brings out the existence questions and the origins.Secendly,The result shows that household registration system, social security arrangement, employment policy, and other discriminatory measures increase the flow cost of rural labor, which sometimes dissuade them from flow。Thus, institutional reform is crucial。Meanwhile,the flow ofrural labor rests with the development of labor marke,development of education&train and economic restructuring Finally,the paper proposed to build the flow mechanism of China's rural labor from the system level, and unifies the management science, the sociological theories to build the market mechanism, organizational mechanisms, the industrial structure adjustment mechanism and incentive mechanism , forming a multi-layered and wide-angle long-term mechanism to promote the flow of rural labor force.
