Chinese freeway has goon through the golden period o f thirty-years-reform, the quick industry development has brought many opportunities, but it is also facing the new tough competition, such as the financial crisis all around the world. Freeway industry is a typical intensive enterprise, with the development of C hinese freeway and reform more in-depth, comprehensive, facing a series of domestic policy adjustments, faced with the highway company’s operating period and highway toll restrictions, it needs companies to set up a sense of crisis, and go a diversity way to improve the core competitiveness. Ho w the company can go on improving the core competitiveness is a very important problem to study.Based on it, the paper, through extensive data collection, explains the meaning of highway company’s core competitiveness, and then combined with the industry particularity, analyzes the research content of company’s value chain, to build the highway company’s value chain model, from the foundation, management, region, social contribution, technology and emergency competitiveness, selects 27 specific indicators to construct evaluation index system, and then in comparison of the evaluation methods, decides factor analysis combined with principal component analysis as the main evaluation methods of this paper. Then, build a highway company’s value chain model, and analyses highway company’s core competence based on the enterprise, industry and virtual value chain and fro m four aspects to strengthen, decomposition, expand to enhance their core competitiveness. Eventually, in the true case, taking use of evaluation index system and evaluation method of the third chapter, using SPSS software for a highway core competency status from 2008 to 2012 as example, analyses the results and then finds problems, from four perspectives such as policy support, management improvement, reducing the costs, and the development of related businesses as strategies, and thus be taken as reference.The paper structure is as follows: The first chapter discusses the necessity of the research, determines the research object, research methods and technical route. The second chapter relates theory of the core competitiveness by combing the value chain and then defines the core competitiveness of the company. The third chapter constructs the core competitiveness evaluation system. The fourth chapter takes a freeway company as an example, gives the optimization strategy for the core competitiveness promotion according to the empirical results.
