Sinc e 2008, the international shipping market continues to be weak with the s lowdown in demand, capac ity increas ing, cost ris ing, rate dec line and losses. The shipping industry faces unprec edented diffic ulties and shipping companies is in “a long cold winter” struggle. Therefore, gathering the information of economy and shipping market effic iently and making a cons iderable evaluation to make the market management more intelligent become an urgent demand of market regulators.According to the above requirement, this paper tries to use prosperity index for regional shipping market management. The main content of this paper inc lude: cons idering the domestic and foreign res earch on early-warning system of shipping market, combined with cyc lic a l fluctuations and influent factors of shipping market, prosperity index establis hment method is introduced. Then Select appropriate index from the following aspects : demand, supply, value and cost. Analyze the indic ators classific ation and data pretreatment method to ensure the rationality of the prosperity index. According to the princ iple of prosperity index, this paper selects related indexes data in Shanghai as a case study. Through this case study, the reasonability and applicability of prosperity index method is verified. Meanwhile, the establis hment of early-warning management platform improves the applicability of the results.
