It has become a significant phenomenon of China’s economic development that a large number of rural labors go to cities to engaging in non-ag ricultural industries. For the economic transformation of China, it makes great contributions to speeding up the industrialization process and the rapid development of urbanization. Although there are a large number of rural labor shifting to employment, but they cannot settle in towns. At present most of rural labor just transfer, the characteristics is individual. With the household registratio n system gradually relaxed, the rural labor force still maintain close contact with rural, espe cially the f armland, which make s it not achieve permanent migration. There fore, studying farmland conversion factors on rural labor permanent migration. Judging of farmland circulation is how to affect the rural labor’s decisions of migration. So it can provide theoretical and empirical basis. And it can eli minate barriers of rural labor per manent migration and i mprove the quality of China’s urbanization.In this paper, it is base d on the related literature at home and abro ad research, To establish a theory model which is influence the decision of farmland transfer, and discussing how far mland circulation affects rural labor migration decisions. Using the survey data of quyua n district in yu eyang city t o establish farmland changing Logistic model of permanent migration of rural labor, it is a empi rical analysis that how the farmland circulation factors influence rural labor migration settlement type on. The results showed that t heir profits cannot be rea ched in rural labor of urbanization in the f uture.It makes rural la bor rely heavily on farmland. Under the land system in China, choosing land circulation will cost more th an pastureland. So it becomes a i mportant factor of pr eventing permanent migration. Therefore, improving the mec hanism of far mland circulation, increasing the education investment, weakening the land safeguard function in order t o promote rural labor force of the per manent migration, are the basic s way to i mprove the quality of urbanization.
