Guizhou is one of China’s economically underdeveloped areas. There is a big gap between Guizhou’ economic growth and other provinces’. And the gap has a growing trend. Meanwhile, Guizhou is one of provinces that develop uneven in the domain of the provinces. The problem of uneven economic development between cities and municipalities Increasingly prominent. On October 26, 2010, the first industrial development convention in Guizhou has been hold. It comes up with the strategy of“industry strengthen province”, which is a scientific judgment and choice of history on the base of the delayed development situation in Guizhou. In this context, how to judge the economic development level of cites’ and States’ in Guizhou province? How to find their strengths and weaknesses? And how to improve the ability of Guizhou economic development.
