Study On Reasonable Exploitation Scope Of Coalresources Around Central Urban Area Of Resource-based City

Resource-based cities grow up relying on resource development, but the extensive growth mode over the past witch is unbalanced and uncoordinated affects the sustainable development. To achieve sustainable development, the resource-based cities must transform, improve the economic development structure, and exploit resources reasonably and orderly. Jining City is a typical coal resource-based city, the development and utilization of coal resources have provided strong support for the rapid economic growth and social progress. But it also brought land subsidence, environment pollution, conflicts between coal development and urbanization development and other issues, especially the contradiction about central urban area and the surrounding region has become increasingly prominent. In order to promote transformation development and ensure sustainable urban development of Jining, reasonably coordinating the exploitation scope of coal resources around central urban area and then properly solving the conflict between urbanization construction and coal resource exploitation has become one of the focal issues.In this study, the research object is the collection area of central urban area of Jining and its neighboring coal mines; Sustainable development theory, resource economics theory and system theory are the theory basis; System dynamics, scenario simulation and multi-target planning are the major research methods; Based on the above, this study systematically investigated and identified the reasonable exploitation scope of coal resources around central urban area. First, according to the regional current situation, this study comprehensively analyzed the interaction between the regional coal resource development, environment, economy and society; Whereby established SD model, and then systematically analyzed the rational exploitation scale of regional coal resources; Then according to different regional development models, carried out scenario simulation analysis of the exploitation scale of regional coal resources; Through SD model sensitivity analysis, identified sensitive factors, and as decision variables; Established multi-objective programming model for decision analysis,to obtain the reasonable exploitation scope of coal resources around central urban area; Finally, entered the optimization results into SD model for optimization results simulating and contrastive analyzing; configured the predicted reasonable exploitation scope of coal resources based on the production capacity of each coal mines, to provide decision support for the rational exploitation of the coal resources around central urban area.On the basis of rational development scale analysis of regional coal resources, this study presented policy recommendations from three aspects: rationally exploiting coal resources to promote new urbanization construction; promoting industrial transformation to enhance resource-based city economy vitality; strengthen the government guidance, and improve the input and supervision of environmental protection with a view to provide policy support for the rational exploitation of coal resources around central urban area of resource-based city, and to promote sustainable development of resource-based city.
