Tobacco has been introduced into China since Ming Dynasty. Cigarette is a consumer goods which has been ubiquitied in China for more than four hundred years while smoking has a long history in China. At present, the smoking population of China rise to more than 300 hundred million, which leaping into the front ranks of the world. According to the research, smoking will cause a lot of diseases, for example cancer, cirrhosis, which is harmful to people’s health. More than one million people die for the diseases relating to smoking every year. Tobacco control movement has been sustained for many years. Meanwhile, Framework Convention on Tobacco Control came into force in 2005. However, the effect of tobacco control movement is not that obviously. Tobacco enterprise can still survive in the cracks have plenty of reasons. The most outstanding reasons are the following two points. Firstly, tobacco enterprise contributes to national finance and the other is that enterprise helps to solve the problem employment in China. Tobacco enterprise as one of the tax payers, contributes to the military construction and the social construction. Meanwhile, tobacco enterprises supply jobs to millions hundreds of people in China, which maintenance the social stability. At the same time, tobacco does harm to people’s health. Hence, the government should take all kinds of measures, for example legal measure, economic measures, appraisal evaluation measure, to press tobacco enterprise that fulfill the social responsibility. As a tobacco enterprise, should fulfill the social responsibility consciously, which contributes to the coordinated development of the economy and society.This article focuses on the tobacco enterprise society responsibility research. When talking about Guangdong tobacco enterprise society responsibility, this article not only starts from the perspective of enterprise itself, but also under the perspective of public management, trying to find out the government functions in Guangdong tobacco enterprises to fulfill social responsibility which is missing. This article also tries to make development and breakthrough in enterprise social responsibility theory and the government role in theory. In this topic, the purpose is to improve the suggestions on the tobacco industry in Guangdong by making reference to domestic and foreign tobacco companies. This article hopes that there’s reference significance for the national tobacco enterprise, also wants to provide certain reference for the government management in tobacco industry.
