There are both opportunities and challenges for supervision of Banking Bureau as the developing of economy, also as the increasing numbers of new banks and financial products. Since late start and the low starting point of Banking Bureau in China, shortages still exist even it has made a great achievement in past dozen years. At present, most of scholars study the Banking Bureau based on economics and finance, only a few studies on the basis of management. According to system theory, in order to achieve a better goal in one system, organization structure and function system must be coordinated. Whether the organization structure is appropriate after adjustment, it depends on the system itself. It is necessary to develop a suitable organization structure evaluating method. Banking Bureau differs from traditional enterprises; it does not for profit, supervises information flow in intra-organization, also logistics and fund flow are rarely exist. Hence, timeliness and quality of message passing are playing an important role in Banking Bureau’s supervision. Appling entropy theory on organization structure evaluation, which provides a new research perspective; the combination of qualitative and quantitative analysis could make the research more deeply. Both are research hotspot at present.This article mainly has been done the four aspects of work direct at the existing problems of Banking Bureau. Firstly, by investigating the main business process and the characteristics of organization structure in Banking Bureau at present, problems in organization structure are found, which make a foundation for further research. Secondly, by analysing the positive and negative entropy source of Banking Bureau and the four requirements make Banking Bureau satisfy dissipative structure. The models of entropy and dissipative structure for Banking Bureau are founded. Thirdly, the models of structure entropy and flexible entropy of Banking Bureau’s organization structure evaluation are founded. It evaluated the organization structure from both static and dynamic aspects. Calculation thought for operation entropy and calculation equations for the total entropy of organization structure are given in the article. Finally, according to the linear organization structure and the design principles oforganization structure from TJ Banking Bureau, designed matrix and hybrid organization structures. By comparing the three organization structures, hybrid organization structure is better than matrix on degree of structure order and flexible, linear organization structure is the worst, which verify the feasibility of the models.This paper founds evaluation models of Banking Bureau’s organization structure on basis of entropy theory. It has a certain reference value to organization structure evaluation of Banking Bureau in China. It also has some guiding significance to organization structure evaluation of government and other non-profit enterprises.
