Grain is a necessity to sustain human existence, and also the most important strategic resource for the survival of a nation. Grain industry has the nature of public goods and externality for other industrial sectors, because the grain industry shows weak quality, grain supply vulnerable to a variety of factors changes which threaten the stability of human society. China has most population in the world, with limited geographical factors, arable land area is no match to the population, coupled with the development of the economy and urbanization, there have been lots of high quality arable land were occupied every year, which exacerbated grain safety issues in China. In recent years, global grain security issues continue to highlight and China’s grain self-sufficiency rate is also declining, changes in the global grain trade, economic and market environment also affects China’s grain production, but our grain production support policies can’t cope with these changes, which is an urgent need to improve our existing grain production support policies.This research study the change process of China’s grain production support policy, as well as the status of implementation and effects of policies to support grain production at this stage of the implementation of the policy, and found the weakness of China’s grain production support policy: management mechanism is not perfect, and the financial support is not high, the lack of legislative support. The main grain producing areas adhere to national grain security and grain production to support the sales areas to ensure that the economic gap continues to increase, but also because of grain production is relatively low interest, farmers are now willingness to produce grain. In the study of the United States, European Union, Japan’s grain production and related agricultural support policies of developed countries, such as found in developed countries, grain production support are in accordance with national circumstances in the process of developing, they have improved supporting policy system, and the level of financial support is much higher than China, the most important thing is that they insist sustainable agricultural development, legislated policy support to protect domestic grain production. Finally this research referrals abroad experience combined with China’s national conditions to give suggestions for improvement and perfection of China’s grain production support policy system.
