The Strategy Study Of Information Industry In Hebei Province Facing To Beijing-Tianjin-Hebei Collaboration Development

To achieve coordinated development of Beijing, Tianjin and Hebei is essential for building a new capital economic circle, promoting regional development institutional innovation, achieving the complementary advantages of Beijing, Tianjin and Hebei, promoting the development of Bohai economic zone and the northern hinterland. It is a major national strategy. How to play a role in this process becomes a major problem of Hebei province, and how to adjust and upgrade the industrial structure of Hebei province during the collaborative development is most important strategy. To understand the concept of the Beijing-Tianjin-Hebei collaboration development and the development situation of the national and regional information industry, to explore the relationship between information industry and other industries, and to study the strategy of information industry in Hebei province is of great theoretical and practical significance.In this paper, based on the researches of the concept of information industry at home and abroad, and considering the availability and the coherence of data, we divide the scope of the information industry into "electronic information equipment manufacturing industry", "information transmission, computer services and software industry", "science and technology service industry" and "e-commerce". And we analyze the development scale, labor, industry distribution and industrial structure of the national and regional information industry referring the theory of industry structure and industry association. And introduce the information industry as inputs into Cobb-Douglas production function. Then calculate the contribution rate of information industry to the three major industries. Proposes Hebei information industry strategy based on the contribution rate in development of Bejing-Tianjin-Hebei synergy.The results show that, scale of information industry of our contry present growth in recent five years. The scale of electric information equipment manufacturing industry continues grow. The other three industry have been falling in period. Information industry labor also shows increasing trend, and the growth speed up year by year. In addition, ecommerce has the largest proportion in China’s information industry. The proportion of computer service and software industry and electronic information equipment manufacturing industry are nearly same. Science and technology service shares the smallest proportion. As the point of Beijing-Tianjin-Hebei, the scale of information industry and labor are rising. Beijing is at the first place in general, Tianjin the second, finally the Hebei. In terms of industry structure, Beijing has the largest proportion of tertiary, while Tianjin and Hebei share the largest proportion of secondary industry. In Hebei province, information industry largely contributes to the secondary industry, then the third industry, the first industry are the last.Thus, information industry and traditional industry of Hebei should rely on each other for better development. Develop the industry agglomeration effect sufficiently depending on the degree of industry concentration. Increase financial investment. Strengthen cultivation of the information talent. Strengthen the cooperation wit the Beijing-Tianjin region base on the regional economic development.
