Effect Studies On S&T Policy And Regional Technology Innovation

"The Policy and Management of S&T" is a major research direction of philosophy of S&T, has increasingly become a hot spot and the mainstream in school of S&T philosophy. This study has firstly to answer the question if S&T policy can effectively promote the development of economic and society. Under the wave of economic globalization, political multi-polarization, innovation has become a decisive factor in a country’s comprehensive strength. To develop the science and technology, promote technology innovation ability, put forward a lot of relevant national development with science and technology, most of countries developed a series of science and technology policy.Put the science, technology and education as the fundament is a long-term national policy of China. Emphasis on technological innovation is a important way to face the challenge of economic globalization, solve the problem of unbalanced industrial structure. Since 1998 the national technology innovation conference has been hold, our country has formed a common consensus to imply the strategy of technology innovation. The central and local governments have issued many of measures in relation to technology innovation and industrialization of high-tech industry. Corresponding to frequent policy practice of S&T, the research of S&T policy is still very weak in our country, the understanding of the relationship between science and technology policy and economic and social development also is not very clear.Based on two reasons: firstly the regional technology innovation is the most active part of the macro social and economic, to measure the development of social economy, science and technology policy and the study of regional technological innovation effect can strongly answer policies can effectively promote the economic and social development of science and technology. Secondly Chongqing is located in the west but a municipality, in this case can effectively avoid with the economic development of our country as the research object is too general is not easy to grasp.Under the perspective of STPP, taking Chongqing for example can research the relationship between S&T policy and regional technological innovation effect, can answer if policy can effectively promote the economic and social development, and provides a new train of thought for local government to promote economic development, to play more emphasize on innovation, to give the local government an active role in industrial upgrading and transformation of economic development patterns.
