Research On Planning Strategies For Controlling Tourist Real Estate Sprawl Tendency Of Rural Tourism Resorts In The Southwest Region

Rural tourism is a hot issue of Chinese tourism development, is also an important approach to rural industry transition and to increase farmers’ income under the background of new-type urbanization. Rural tourism in China has gradually upgraded from sightseeing tour to vacation tour. A large number of rural tourism resorts, as the important supporter of vacation tour, have also sprung up consequently.As the contraction of the index for urban build-up land and the macro-control for real estate market by Chinese government, the real estate market in metropolises of our country has been cooled down. However, as the strongly support for rural vacation tour development and for tourism land supply, it has been more and more operable for rural tourism industry land supply. So, rural tourism resorts have become a significant way for the ―break out‖ of real estate industry. Most rural tourism resorts projects locate on rural idly land, being out of the guidance of supreme planning and relevant law and regulation. Therefore, lacking the restriction of index for build-up land and scale of construction, the phenomenon of tourist real estate sprawl is very serious. More and more tourism real estate projects have been sprung up in the shape of holiday houses, apartments. As a result, rural tourism resort has become the sally point for local land finance under the contraction of the index for urban build-up land.The phenomenon of tourist real estate sprawl of rural tourism resorts has encroached on rural cultivated land resources, at the cost of rural landscape and eco-environment which rural tourism resorts rely on. However, income increase of relocated farmers has been ignored, which has given rise to a series of social problems, for example, farmers lose their land and living security and are forced to move. At the same time, for the sake of personal benefits, developers use land resources for tourist real estate exploitation in order to recoup funds, however, making little contribution to tourism industry cultivation and tourism service facilities construction. In other words, rural tourism industry has not been improves, which is running in the opposite direction from the original intention of rural tourism industry promotion of our government. Therefore, this paper does research on the planning methods of rural tourism resorts from the new perspective of controlling tourism real estate sprawl.This paper finds the insufficient of theories, and then, the point of penetration based on sorting the developing and research status of foreign and domestic rural vocation tourism. Relying on the definition of relevant concepts and interpretation of relevant theoretical achievements, this paper establishes its theoretical basis. On the basis of case studies of rural tourism resorts in the southwest region, this paper summarizes four prominent problems caused by tourist real estate sprawl: build-up land expansion caused by tourist real estate sprawl tendency; construction land layout at the cost of natural and cultural resources; neglect of local economic development and income increase of farmers; neglect of tourist service facilities construction.This paper proposes four planning strategies aiming at controlling tourist real estate sprawl tendency: construction land scale control strategy- use the policy of ―hook of urban construction land increase and rural residential land decrease‖, realizing construction land scale control and new-type urbanization development; construction land layout pattern optimizing strategy entire allocation pattern of ―decentralized concentration‖; tourism industry cultivation strategy interconnection of land use and industry development; tourist service facilities construction strategy- match the tourist capacity.At last, this paper proves the feasibility of theory by applying the research results to the planning of Dali Haishao rural tourism resort. This paper tries to explore the planning countermeasure that can be used to control the tourist real estate sprawl tendency of rural tourism resorts, providing a reference to further practice and study.
