With the rapid promotion of our national urbanization and the escalating property prices, the small property room which is outside the current construction system of our country has emerged and become quickly popular in large and medium-sizedcities.Without the implementation of approval procedures of layout and construction and the clear land and property ownership, the small property room has severely damaged the public interest and the construction order of the urban and rural development, simultaneously create a series of social security risks including public security, fire protection and so on. The small property room has been banned and repeatedly cleaned up since its emergence, but there is still a large market for it and instead the demand in some areas is increasingly fierce. The current small property room clean and collective land circulation will become a hot topic in the research field of layout and construction system.As one of the typical area where the small property room has spread unchecked, the small property room in Baiyun District of Guangzhou City has great quantities, scattered distribution and plenty security risks, which seriously affected the development of local economy and society, as well as produced a series of social problems.This article comprehensively analysis the problem of "small property room" by researching the cause of the formation, land system, the root of the difficulty. At the same time provides the solution for this problem from the perspective of justice and social stability by analyzing the status quo of Baiyun District, Guangzhou City, where small property creates serious problem.
