A Study On Supervision Of Elevators In Residential Communities Of Yangjiang

The application of the elevator is more and more popular as well as the intimated relations among people for the sake of the fast development of real estate industry, urban construction. However, the frequent elevator accident has raised the panic among people in large scale because it matters people’s life and property safety. The usage of elevators in Yangjiang has been climbing as the surgent development of real estate since 2009. The usage of elevators have kept on increasing annually by 20%over the past 5 years, which has raised huge pressure on the elevator censorship. it can be difficult to strike a balance between sustained growth on elevator usage and the lagging development on censorship system. it can affect largely on the properties of owners for the vague censorship system, distransparency on elevator maintenance and the quality of the maintenance. therefore, how to smooth the relations between each party and strengthen the censorship to ensure the safety operation of elevator has become an important study among special equipment safety and censorship department in Yangjiang.The study present being used elevators safety in Yangjiang as the research object, comprehensive analysis through the public management angle, and based on the experience the main management elevators supervision at home and abroad, and puts forward the countermeasures in order to effectively prevent and reduce accidents, reduce damage to victims of accidents, guarantee the safe operation of residential district elevators in Yangjiang. The paper includes five chapters:Chapter One:Introduction, mainly introduce the background of the study, study significance, presence of study at home and abroad and research methods.Chapter Two: the usage and the present situation analysis of elevators in Yangjiang, point out some daily problems of the residential district elevators, being not in place management, difficult to implement maintenance expendituresm, resident wrong using the elevators and maintenance elevators not timely, lack of high quality maintenance and so on.Chapter Three: Factor analysis of the affect residential district elevators in Yangjiang. From the perspective of the owner of the elevators, the using units, maintenance units, property management units, safety supervision department, inspection agency, actual users, analysis of the causes affecting the safe use and operation of the elevator. Pointing out some problems in practice, existing the not high operational level of the inspectors in elevator security supervision, the monopoly market, the uncertainty actual security users, the lack of elevators funds, the elevators maintenance services market failure and other problems, all of problems are the main reason leading to the safety hidden danger。Chapter Four: Based on elevators supervision of residential district at home and abroad. Contrast elevator administration in the USA, UK, Germany, Russia and other countries and regions, make the analysis to improve the elevator supervision of residential district in Yangjiang.Chapter Five: Puts forward the countermeasures in residential district in Yangjiang.To increase the number of the supervision inspectors, innovate elevator inspection mechanism, strengthen inspection institution scale, establish and regulate the management of elevator safety special fund, implement the main responsibility for the use of units, regulate the elevator maintenance market and so on,all the countermeasures is to enhance the effectiveness of the elevators safety in Yangjiang.Finally, summarize and refine the conclusions of this study, including the shortage of the main conclusions from the study and research.
