Since the reform and opening-up, the Pearl River Delta, Yangtze River Delta,Beijing&Tianjin&Hebei metropolitan areas are the three major engines which promote Chinese economic development. However, with the rapid development of economy, the relative scarcity of resources, low energy utilization rate, excessive consumption, the gradual decline of environmental quality is still the key bottleneck in restricting economic sustainable development. Although since the reform and opening-up, China promulgated the environmental policies and environmental protection objectives in three major areas,the three big areas are still China’s environmental pollution-stricken areas. Environmental problems not only affect the economic and technical efficiency of industrial sectors, also have some influences on the total factor productivity.From the static aspect, this article calculates the industrial economic efficiency of 35 cities in three areas without considering the environmental factors by the traditional SBM model, and calculates regional industrial environmental efficiency by SBM model which is based on undesirable outputs under environmental constraints; From the dynamic aspect, it calculates the total factor productivity index without considering environmental factors, and the environmental total factor productivity index under environmental constraints by use of Malmquist index and Malmquist-Luenberger index respectively, and then compares the calculation results. In the last part of this paper, it analyzes the influential factors by econometric model.The results show that the regional industrial development and resource environment coordination is unbalanced; The Beijing&Tianjin&Hebei regional environmental efficiency of industrial development is relatively low. At the same time, ignoring the environmental factors will overestimate the technical efficiency and total factor productivity. The growth of industrial environment TFP is mainly driven by technologicalprogress. Meanwhile, by the regression analysis of the influential factors of the regional environmental efficiency of industrial development, we find that the proportion of the second industry of GDP stimulates the improvement of environmental efficiency in the short term; The ratio of capital and labor is significantly negatively correlated with environmental efficiency; the resource endowment level will have a positive effect on environmental efficiency; The investment in science and technology will enhance the level of production technology, and then improve the efficiency of environment;There has a negative effect between the foreign direct investment and the environmental efficiency. Based on the relevant theories and empirical research results,the paper gives some political recommendations of improving the regional environmental efficiency.
