30 years of reform and opening up, China’s economy has developed by leaps and bounds, the total economy has been ranked second in the world. But previous to cheap labor and cheap resources is the prerequisite for extensive development has not continued, the transformation of economic development is imminent. High-tech industry to develop low-power, high value-added is an important way to achieve sustainable economic development. An important feature of the high-tech industry is technically demanding, enhance innovation capability has become a core issue in the development of high-tech industries. Therefore, this paper attempts to carry out high-tech innovation ability of some preliminary research.The scale of China’s high-tech industry before large, GDP in the world, import and export a large scale, high dependence on foreign products are 50% for export. The inadequacies of our high-tech industry that per capita labor productivity is low-tech industries, innovation and lack of investment in the low end of the global value chain, added rate compared with the United States and other developed countries vary greatly. Our high-tech industry is nominally high-tech, but in fact most of the high-tech industry chain engaged in the processing and assembly areas. Our high-tech industries, only high-tech "shell" and no-tech "nuclear." The fundamental reason is that in this situation the technological innovation capability of China’s high-tech industry is insufficient, can not grasp the core technology of high-tech industries, only to processing and assembly embedded into leading multinational global value chain.Next article will influence factors of technological innovation capability of high-tech industry is divided into two types of firm-level and industry level, which factors include enterprise-level resources into innovation, business innovation organization, innovation mechanism of enterprises, firm size and firm ownership, industry-level factors include government policies, industry FDI, market structure and social environment. This paper begins to study these factors theoretical aspects of technological innovation capability of China’s high-tech industry, and then use 16 high-tech industry for 18 years of panel data on factors do empirical research, the final conclusion. Including research and development funding, the average firm size, the tax preferential system are to improve the technical capacity of the high-tech industry has a significant role in promoting and improving the proportion of state-owned enterprises to improve the technological innovation of high-tech industry has a significant impediment, R & D investment officers, government R & D funding and the extent of the FDI and technological innovation capability of China’s high-tech industry is not a significant relationship exists. And to analyze the causes of these factors affect the results of high-tech industry’s technological innovation capability. Ultimately based on correlation analysis and conclusions presented high-tech industries to increase R & D expenditure, increase the proportion of senior R & D staff of high-tech industries and helping to improve the policy system, and actively develop science and technology enterprise investment and financing services, etc. recommendations.
