Under the environment of developing and changing economy and increasing market competition,enterprises have to try to meet the challenge of market by reform in order to survive and develop.Enterprises should pay attention to scientific and technological innovation,increase the investment of technology,carry out efficiency reduction,management process reconstruction,organizational structure integration and production layout adjustment,so as to improve the profitability of enterprises.However,the impact of these instruments on competitive advantage has been difficult to sustain over time.How to gain or maintain a competitive advantage? Back to the source,depends on the talent,how to pass the performance appraisal configuration and stimulate the talent's maximum potential,is the firm's permanent competitiveness cornerstone.Based on the relevant performance appraisal and performance management theory,this paper uses the balanced scorecard method to study the shortcomings of the performance appraisal and the optimization of the evaluation system in the survey and design industry in China.This paper introduces the basic situation of X design Institute and the present situation of X design Institute's employees 'performance appraisal,and analyzes the problems and reasons of X design Institute.Then,the evaluation system is optimized from the angle of the departments,subsidiaries and employees of the X design Institute,mainly to compensate the deficiency of the X design Institute in the performance evaluation,and the evaluation system of X design Institute is optimized by using the balanced integral card in the selection of evaluation index and weight of each dimension index.Finally,the paper summarizes the whole text,and puts forward some suggestions for the enterprises in the survey and design industry.
