Regional industrial innovation subsystem is a symbiosisevolution system of the multi-innovation poles.It is a complex symbiomts composed of a number of innovations poles of different technical characteristics which through gradully exponding industrial chain and technology spillovers,with other innovation sectors and innovation environment in a certain symbiosis pattern.Innovation poles are innovation system based on industry and the driven body in regional innovation system.Through symbiosis theory and innovation system theory research, this paper argues that due to the differences of industrial innovation activities,different innovative pole will have different innovation trend,and the single development is rarely exsit.There for multi-innovation poles will interact and influence each other by the technology spillovers effects due to the distance between innovation trend.Industrial symbiosis is the inevitable product that the industrial technology spillovers develope to a certain extent overflow,so multi-innovation poles will ultimately lead to interdependence,integration,coordinated development and mutually beneficial symbiotic relationship.The symbiosis effects have reflect the whole of the external performance of regional innovation system innovation effect and prosperity.Therefore,this research intoduce the set pair analysis method to build the innovation trend measure method, further from the perspective of industrial innovation association, introduce a concept of diverse of industrial technology trend,to build the diverse of industrial technology trend matrix to reflect the symbiosis relationships of innovation poles,and then mathematical processing and proposed the mutil-innovation poles symbiosis effect index. At last,carrying out empirical research to Beijing, Tianjin, Shanghai, Chongqing, Shandong, Henan, Hunan, Yunnan and Shanxi that using the established method,and specific theoretical guidance about regional development of science and technology policy and modern industry system construction have been given.
