Research On Land Use In Shandong Province Under The New Urbanization

Urbanization is an important historic task in the modernization construction of our country. As a kind of important factor of production, land is playing a very important role in the development of urbanization. In the past development of urbanization, the old land use patterns resulted in a large reduction of arable land, land resources and serious waste of land use efficiency is low. And the new urbanization construction, the rationalization of the land resources, the use of a higher update requirements.The party’s "Eighteen big" will be the new urbanization as the scientific concept of development under the guidance of a major development strategy, the central economic work conference held in Beijing in December 2012, it is clear that the construction of new urbanization as one of the important tasks of China’s economic work. Compared with the traditional urbanization, the new urbanization to promote urbanization by the emphasis on the number of scale increase to focus on the quality of the content to enhance the transformation, and more emphasis on the quality of urbanization in the overall improvement of the quality of urbanization. Land, as a key element to promote new-urbanization, and urbanization construction are inseparable, it’s rational use of urbanization steadily, healthy development has important strategic significance.In this paper, based on the new town of strategic adjustment of the era background, comprehensive use of qualitative analysis, quantitative analysis, judged the situation, study of current status of Shandong Province under the background of the new town land use, situation, problems and needs; to solve the problem, and combined with the developed countries for reference of land use management experience, summed up the land use optimization countermeasures are proposed under the background of the new town and provide the theoretical basis for the reasonable change of land use. New urbanization must not copy and continuation of traditional urbanization development model, but should be in traditional towns of development path based on reform and innovation, by optimizing the development of land and resources, change the mode of land development, improve the efficiency of utilization of land resources, further play macroscopic policy regulation function, implement the most stringent farmland protection system and the economical and intensive land use system, the implementation of land requisition compensation system and measures, and effectively protect the resources, to protect the people’s livelihood, realize industries, population, land, society, rural "five in one" new type urbanization.
