With the continuous development of social progress and fisheries production, Baoying fishing has changed gradually from a fishing-based to the main in farming, and fisheries production has increased year by year with the aquaculture production. Since the reform and opening up, the increasing levels of Baoying fishery production, has become a strong impetus to the development of the local society and economy. Baoying County fishery is the largest agricultural industry; Fisheries modernization is related to the majority of farmers to get rich.There would be no Baoying Agricultural Modernization if there is no Fisheries Modernization. The study analyse the main characteristics of the construction of Baoying modern fisheries from the promotion and application of fishery machinery and pellet feed, the improvement of ecological farming techniques and the use of biological agents, and the development and expansion of fisheries tertiary.The study specifically addressed the situation of Baoying modern fisheries and fisheries modernization of recent years, according to the output efficiency, science and technology, output management, facilities and equipment, environmental quality and the protection of fisheries in the evaluation basic modern fisheries index system of Jiangsu Province combined with the actual development of Baoying fisheries production. Compared with the realized value of Jiangsu in 2010, the target value of Jiangsu in 2020 of the index system, it teased out the deficiencies and difficulties in process of Baoying fisheries modernization.It proposed measures that mained in" strong foundation, structural adjustment, Merchants famous enterprises, to mention services, building market, leading training" to promote the development of fisheries modernization, according to the presence of fisheries infrastructure, system coupling degree, seed self-sufficiency rate, fishery product structure, fishery industry structure, aquatic professional market, specialized cooperative economic organizations, standardization and standardized breeding ponds transformation issues.
