The general land use planning currently carries on the most important legal basis of the land use management in our country, which can make land use regulation in the institutional and legal system. However, many problems appeared in the implementation process in different levels of general land use planning. In the basis of the analysis of domestic and international research progress of the study on evaluation of Implementation of land use planning, the paper uses qualitative and quantitative methods to evalue the implementation of general land use in KunShan City in Jiangsu Province. It has appraised implementation effect of the plan from overall and region angles, analyse major causes which lead problems in the process of plan implementation. Then, suggestions are proposed for the reestablishment and reform of the general land use planning in KunShan City.The paper is divided into the following six parts:Chapter 1 is introduction. It introduces the research background, the purpose and significance of this topic, research progress on the evaluation of implementation of land use planning and then introduces the research methods and ideas.Chapter 2 is the overview of the overall planning of land use. It elaborates the guiding ideology of planning, the planning data sources and the main control objectives and part of the planning target adjustment.Chapter 3 is the analysis of the implementation of general land use planning in KunShan City. It combines quantitative analysis of consistency in planning control index, analysis of the deviation degree between the planning space, analysis of the implementation of key construction projects and analysis of safeguard measures implementation effect, to make a comprehensive analysis of the implementation of the overall planning of land use in Kunshan city.Chapter 4 is Comprehensive evaluation of the implementation of the plan. It mainly introduces the principles of index selection, evaluation index and its calculation and evaluation method to determine the index weight. In order to implement a comprehensive assessment of the overall planning of land use in Kunshan city.Chapter 5 is the summary on the evaluation of planning implementation. It mainly expounds the existing in land use planning problem of Kunshan and put forward some opinions and suggestions for planning management reform.Chapter 6 is including the possible innovation and the deficiencies.
