Over the past few decades, as the world's most vibrant and one of the fastest growing industries,China's solar energy industry appears in the world stage. In this few years, trade friction intensified between the EU and China in the field of solar panels and other related equipment. As early as September 2012, the European commission initiated an anti-dumping investigation to China's solar panels and some of the key components, photovoltaic industry conflict arose and couldn't defuse during last few years. Finally, under the mediation of the world trade organization, the European commission, as well as China's international trade organization as a third party, the conflict can be gentle. This paper puts forward the research in stable state and third-party mediation strategy from photovoltaic conflict.Firstly, in order to find the stable state in photovoltaic conflict between EU and China, this paper constructs an algebraic expression under strict ordinal preference based on the matrix expression of Nash, GMR and SEQ stability. On this basis, extend the situation of the two decision makers to three or even more decision makers. The construction of algebraic expressions not only simplifies the stability of the judgment, so that it is easier to find the stable states in the conflict between EU and China, but also lays the foundation for the analysis of the conflict sensitivity.Second, based on years of photovoltaic industry conflict phenomenon, in order to promote the third party mediation strategy research, this paper do research about conflict sensitivity based on Graph Model for Conflict Resolution. However, in the existing research on conflict analysis, most of the scholars study the stability of the situation based on the known preference. In the actual conflict,preference is unknown or constantly changing, so how the third party can infer all possible preferences based on the stable or unstable situation, so that the situation in accordance with the ideal direction of effective mediation, has important significance. And at present, the research of the third party, most stay in the research on the third party's mediation mode, role and so on. Therefore, based on the algebraic expression, this paper focuses on the algebraic expression of conflict sensitivity,which provides a theoretical basis for the implementation of the algorithm, and some advice for the third party mediation. We give the analytic expression of the sensitivity analysis based on the algebraic expression. This makes the study of conflict sensitivity not limited to try method.Finally, in order to provide convenience for third party to mediate the conflict in photovoltaic industry, we use GUI to design conflict sensitivity analysis decision support system. We apply thetheory of conflict analysis to the case of PV conflict between China and EU. After the intervention of the third party in the modeling, solving, and the use of sensitivity analysis, provides a decision on the proposal for the third party mediation.In this paper, in order to make the better mediation strategy to resolve conflicts in photovoltaic industry between the EU and China, we put forward to study the conflict sensitivity. This resoults of the study can not only promote to solve the PV conflict, but also provides a useful tool to the third party to participate in other conflict.
