Research On Promoting The Economic Development Policy Of The Northeast Old Industrial Base Under The New Normal

To promote the development of the northeast area, and change the old industrial base of state-owned enterprises operating conditions, the state council proposed "the revitalization of northeast old industrial base strategy" in 2003. After the proposal of "Strategic", the central government increased the investment in the region, the market-oriented reform of state-owned enterprises in the area also gradually deepened, the northeast economic rebound in a short term. However, the economic growth of Northeast over-reliance on investment and the problems lack of innovation ability still exist, behind the "strategic" brought a temporary prosperity, deeper constitution and mechanism drawbacks must be solved.Since "the strategic" carried out, many state-owned enterprises in northeast got a lot of government policy support funds, introduced a lot of foreign advanced equipment and technology. But at the same time, the enterprise innovation ability was not quick increased, digestion to new technology and innovation ability was not strong, they often fell a vicious cycle of the introduction-backward--then the introduction again. Enterprises with foreign technology dependence led to what it gradually became subservient to the foreign companies, the loss of the development of autonomy, management ability to go from bad to worse. And also, for a long time the northeast area didn’t get rid of the thought of the shackles of the planned economy, such as "wait, rely on, ask for", the thoughts of planned economy rooted deep in the officials’minds in the region. As the restriction of resources, energy and environment became more and more obvious, the development of the northeast old industrial base facing the bottleneck became more difficult to break through.At present, the economy in China steps into the new normal, ever the growth model which relied on elements-driven and investment-driven are becoming unsustainable. The economy growth is slowing down, structuring optimization, and relying on innovation-driven. Across the country, some areas of the economic transformation development has been paid off. But the northeast area as the national industrial hub whether can be settled as the deep mechanism and system obstacle, the transition of the steady economic growth as soon as possible, affect realization of our country’s economic strategic target.This article is in view of the northeast old industrial base existing problems, combining with established foreign industrial policy enlightenment to the northeast economic development, put forward to revive the economy in northeast area under the new normal policy. First of all, from the perspective of the coordination of the relationship between the government and the market, we should reduce the government intervention to speed up the reform of marketization by the transformation of the concept of economic development, it is the premise of revival northeast economy. Secondly, we should speed up making policy of innovation, this is fundamental to promote the development of economy. Thirdly, accelerating the implementation of the industrial structure optimization policies which is the key to revitalize the northeast economy. At last, we should combine with the characteristics of the economic new normal in china, and build the coordinated development mechanism in the three northeast provinces and the common market system, and push the industry transfer between the three northeast provinces, it is necessary to promote the development of the northeast economic conditions.This article is divided into six parts, each part of the research contents as the follows:The first part mainly elaborates the topic background of this paper, the research both in china and abroad, and this article used data analysis, case analysis and other research methods.The second part mainly summarizes the related contents of the new normal, and analyzes the welfare economics theory, the economic development theory and the theory of public policy.The third part mainly analyzes the current situation and existing problems of economic development in the northeast old industrial base. In this article, the study found that the reasons why the northeast old industrial base resources drying up are the short-term behavior in the development, the unreasonable industrial structure, the error of unsustainable development idea, the fact that long-term contribution resources in China and abroad. At the same time, the proportion of state-owned enterprises restricts the development of emerging industries, the revitalization of the policy implementation does not reach the designated position, the low cooperation of the three northeast provinces and the problem of population lose are having seriously restricted the process of deepening reform in the northeast economy.The fourth part discusses the experience of the economic development of the old industrial base in foreign countries, and to promote institutional reform and structural adjustment in the northeast of revelation.The fifth part analyzes the present situation of the northeastern economic development and the existing problems, puts forward the comprehensive development of northeastern economy strategy, which has important practical significance to the northeast economic new normal.The sixth part summarizes the achievements of this paper.The innovation points of this paper is based on the mechanism of the coordinated development of the three northeast provinces, we should combine the coastal economic zone with the hinterland economic center of the northeast, and form a policy, economic interaction, mutual penetration of industrial development, production of elements and exchange of regional cooperation integration.
