Research And Comparison On The Financing Model Of New Type Urbanization

After three decades development of reform and opening up, the urbanization of China has achieved an outstanding success, and the urbanization level has gotten a greatly improvement. As the 18th Chinese communist party report pointed that China will launch a new urbanization and change the developing way of urbanization. New urbanization pays more attention to the quality of urbanization and more intensive, intelligent, green and low carbon. Now developing new urbanization is the focus of the government and it’s very important to the economics.Our urbanization has achieved some excellent results in the past years.While there is also some challenges, the financing issue is now the key of advancing new urbanization. Under the new urbanization, the developing concept, development model, developing trend have changed a lot. Facing the huge fund demand, exploring the new financing model is critical to the development of new urbanization. Therefore, analyzing the traditional financing model, learning the foreign advanced models, exploring new financing model suitable for the new urbanization is meaningful to solve the financing problem and achieve the goal of new urbanization,Our traditional financing model includes financial funds, land finance, local government financing platform and project financing etc. Since the local government has a limited income and land resource, the local government financing platform faces huge potential risks, and the project financing is used not so widely and suitably, and the new urbanization also has a higher requirement to the urbanization financing, exploring new financing model to solve these problems do mean a lot.Firstly, this paper defines the concept of the new urbanization and elaborates the related theories. Secondly, analyses the traditional financing models and some existed problems. And then get some revelations to explore new financing models. Thirdly, analyses experiences of foreign country and a typical case in our country to offer some ideas to exploring the new financing model. Finally, proposes some new financing models applicable to the new urbanization, such as PPP, ABS, issuing municipal bonds, and industrial new city model.
