Research On The Risk Of Urbanization In West China Based On PPP Model

Under the new normal background,the core concept of urbanization is the core concept of urbanization.On this basis,the state put forward the western approach to urbanization,for the western urbanization construction pointed out the direction of the western region to promote the development of an important starting point.The construction of the western urbanization is based on the original cities and towns,including the construction of the urban infrastructure in the western region,the basic demand for public services,the reconstruction,expansion and construction of high-level public service facilities,and the need for long-term stable and sustainable capital Gold investment,relying solely on the government's financial investment will be difficult to maintain.The state encourages social capital to participate in the investment and operation of urban infrastructure construction,and encourages the government and social capital to work together with the new urbanization.The PPP model(government and social capital cooperation model)has become a new means of financing that the Chinese government advocates and actively promotes the construction of the new urbanization concept and urbanization.Based on the research theory and practice of urbanization and PPP in China and abroad,this paper introduces the PPP model into the construction of the western urbanization and carries on the risk research.Firstly,the author analyzes the feasibility and advantages of PPP mode applied to the construction of the western urbanization in the west,and constructs the PPP project in the west near the urbanization.The application of the main process,the application process analysis,build application theory system.This paper studies the risk of PPP project construction in western Chinafrom the aspects of risk theory foundation,risk identification,risk assessment,risk sharing and risk coping: the theoretical analysis of PPP project risk connotation and so on.RBS and risk checklist This paper constructs the risk evaluation index system of PPP project in the west near urbanization,constructs the risk assessment model of PPP project in the west near the urbanization,and constructs the risk assessment model of the PPP project in the west.Based on the principle of risk sharing,the project risk sharing program to study and develop a risk response program.Finally,based on the empirical analysis of the urbanization construction in Ankang City,the theoretical application analysis and risk assessment of its PPP project are given,and the risk response is given according to the risk assessment results.
