Geological exploration institutions, after years of development, have been providing steady and endless support and motivation for economic and social development. Since the Eighteenth National Congress of the CPC, according to the deployment of Ministry of human resources and social securtity, the geological exploration institution should be adjusted and began to gradually shift operation and management mode. Entrepreneurial management will be the big direction of development in the future. The personnel establishment of Anhui geological exploration institutions has been through repeated adjustments. In 2014, Committee of Anhui Province adjusted the number of public institutions establishment and the nature of fiscal supply:one part were still be the full allocation public institutions, namely the 1st category of public welfare institution; one part were adjusted to be balance allocation public institutions, namely the 2nd category of public welfare institution. For the 1st category of public welfare institution, how to formulate the human resources planning, keep the core talents, revitalize the existing talents, and make reasonable people-post matching is the key of the human resource management in the future; For the 2nd category of public welfare institution, ensuring there will be no loss of core talents, increasing the introduction of professional and technical personnel, discovering and cultivating talents trough projects especially these innovative talents is their direction of human resources development from now on.Modern human resources management system includes five modules: human resource planning, recruitment and configuration, training and development, compensation and performance management, and labor relations. This article firstly from a global overview generalizes the present situation of the human resources system of geological exploration institution; then, it summarizes the profiles of human resources system of D technology institution in Anhui, and by analyzing the current situation, existing problems and reasons of human resources system of D technology institution in Anhui puts forward the countermeasures about optimizing the human resources system of D technology institution in Anhui.The Problems of the optimization of human resources system of D technology institution in Anhui:First of all, the D technology institution in Anhui is short of human resources planning; secondly, recruitment and job requirements are out of tune; thirdly, training system is not perfect; fourthly, the distribution system of compensation, promotion and performance is not reasonable; at last, two kinds of labor relations coexist.The Reasons of the optimization of human resources system of D technology institution in Anhui:Firstly, Leadership emphasis of human resources planning is not enough; Secondly, Unified recruitment can’t meet the demand of jobs; thirdly, the training has not risen to the strategic height; fourthly, the distribution of compensation and performance is restrained by policy; fifthly, the right of workers’ inside and outside the system is unequal.The countermeasures of the optimization of human resources system of D technology institution in Anhui:Firstly, establish human resources planning; secondly, coordinate diversity recruitment methods and post configuration; thirdly, establish training system; fourthly, establish reasonable salary growth system and optimize the performance appraisal system; fifthly, rationalize the labor relations and strengthen the human management.
