On The Study Of Reform Of "Village Within The City" In The New Urbanization Porcess ——Taking Lvliang Lishi District For Example

In recent years,with the advancement of the new urbanization and the continuous improvement of the level of urbanization, "Village within the City" have sprung up and continue to emerge in the nationwide, the cities of our country have began to face problems of "village in city" reform and develop,which has caused the widespread attention of the society.In essence, this is a foot in the city, the other foot in the countryside, is in the evolution of dual structure between city and country side to a structure.This text has defined the village within the city and the new urbanization, has introduced type and characteristics of the village within the city, has expounded direction of the reforming and developing of village within the city",that is,to finish the material urbanization,the economic organizations urbanization,community management urbanization and People’s urbanization urbanization.On the basis of the research development about village within the city in China and the related theories,the text introduces the basic situation of Lvliang Lishi District, and further summarizes main issues existed in the reforming and developing of Lvliang Lishi District,i.e.from the lack of unified leadership and policy support; the lack of planning, disorderly construction;resettlement and compensation after removal;Government transfer payments and the payment is not in place and the villagers’idea failed to Urbanization and so on.Through analyzing the problems whicht is faced with and cause of reforming and developing of "Village within the City" of Luliang Lishi district, this paper puts forward some recommendations for the development for reforming and developing of Luliang Lishi District of "Village within the City",including:scientific planning and unified leadership;reasonable disposal of illegal construction;innovative placement model, the implementation of the compensation policy;innovative financing channels to ensure the removal of payment in place;improve the quality of the villagers to promote the concept of change, etc.
