The Coordinated Development Research Of New-type Industrialization And New-type Urbanization In Northwest Frontier Region

Industrialization is the power of production and the development of urbanization, which, providing support for industrialization, in turn is the carrier of industrialization; and together, they are the main power to promote the development of social and economy. With the rapid development of our country’s economy, the bottleneck of resources and environment is growing, the traditional industrialization and urbanization are unsustainable. The Party Central Committee and the State Council have made new-type industrialization and new-type urbanization as the main fulcrum to promote transformation of China’s economic and social development. Both the new-type industrialization and new-type urbanization pay more attention to the sustainable development in the concept of development, in the process of social and economic development, they are interdependent, coupled and interrelated, and they are the key factor promoting social and economic development in certain regions and resolving the predicaments in development. All in all they are significant measures to promote socialist modernization.Northwestern frontier area located in the hinterland of Eurasia, with its vast landmass, many nationalities and abundant resources, is suffering from poor natural conditions, and its quality of urbanization is not high, industrial structure is unreasonable, and economic development is relatively lagging, so that promoting new-type industrialization and urbanization is imperative. Bayingolin Mongol Autonomous Prefecture (Hereinafter referred to as "Bazhou") is located in the southeastern Xinjiang, with vast advantages of land and resource, however, as typical place of Northwest Frontier, there are hardly prominent industrial advantages.Based on Bazhou of Xinjiang, this article, through analyzing the current situation of the development of industrializationand urbanization, combining with domestic and international research results, made some judgement and assesses to Bazhou’s coordinated development status in new-type industrialization and urbanization Firstly, by using entropy value method, this article evaluated the comprehensive development level of new-type industrialization and new-type urbanization. Secondly, by using the coordinated development degree model, this article measured and analyzed the coordinated development of new-type industrialization and new-type urbanization in Bazhou from 2003 to 2013, and found the dynamic development process of coordinated development degree, which is improving to harmonic development from recessionary and disordered one. Thirdly, through the combination of quantitative (Pearson correlation coefficient) and qualitative analysis, it analyzed the factors impacting coordinated development of new-type industrialization and urbanization, which including the level of industrialization, comprehensively economic level, the urbanization of population, infrastructure construction, ecological environmental protection, and social security. Finally, it put forward the measures for promoting coordinated development of the new-type industrialization and new-type urbanization of Bazhou from the perspective of promoting industrial transformation and upgrading, improving economic strength, improving infrastructure, strengthening employment and career support, strengthening environmental protection and maintaining social stability, it aimed at providing guidance and advice for the coordinated development of the new-type industrialization and new-type urbanization in the Northwest Frontier region.
