"Along the way" strategy and mode of PPP linkage will undoubtedly give out the entrance to a country the enterprise to bring enormous business opportunities, but need to be wary of is, enterprises "going out" to face the uncertainty still exists, foreign political change brought about by the political risk, legal risks brought by the market and industry of investment risk and legal and policy changes, the potential risks have greatly increased the enterprises overseas investment and project implementation difficulty.Based on the related literature at home and abroad on the first in-depth analysis of the theoretical background of Belt and Road Initiative "strategy with the PPP model, and as the theoretical basis of this study. In research by combining "along the way" strategy, the special background of PPP risk sharing of detailed analysis, put forward from the five attributes of the risk respectively measure the importance degree of the risk, consider the association between the risk factors, and use entropy method for risk assessment risk nature of the process to determine the weight, make the decision of clear thinking, from the refinement of the indicators to judge the risk size. Then calculate the grey correlation degree, determine the comprehensive risk evaluation, grey relational theory for risk sharing scheme in decision making. Finally, according to the results of the analysis, from the sound of foreign national legal system to avoid "along the way"$six aspects of the exchange rate risk, set up along the road under the multilateral system of dispute settlement mechanism and put forward suggestions on along the road in PPP project risk management.This risk sharing model to sort out the risk factors of, is conducive to "along the way" strategic risk allocation in PPP mode for most the ability to assume a party, to risk sharing scheme formulation. The "along the way" strategy in the context of construction of infrastructure projects in PPP project risk sharing model under the background of "along the way" strategy of overseas PPP infrastructure projects can play to a certain reference role.
