The Effect On Environmental Regulation To Industrial Transformation Of The Old Northeast Industrial Base

Northeast China is the seat of the northeast old industrial base, but after extensive long-term high-intensity development, reserves reduced. During the development of the ecological environment, the ecological environment has not been effectively protected, environmental pollution became quite serious, and ecological environment was damage seriously, so that severely restricted Northeast economic sustainability and environmental factors gradually become the bottleneck of the Northeast industrial development. Environmental management has become essential. Environmental regulation is an important means of making environmental governance and plays an important role for the environmental protection. Means for environmental regulations include policy environmental regulation and marketing environment regulations, but in the practical implementation, we tend to ignore marketing environment regulation and over-reliance policy of environmental regulation, so that the role of environmental regulation has not been fully realized.This article analyses the status of regulations and industrial transformation of the old northeast industrial base, from the two aspects of environmental regulation policies and marketization, also together with the present situation of the old northeast industrial base and analyzes the effects of environmental regulation in the old northeast industrial base in China. And it constructs the time varying parameter model by using the data from 1998 to 2011 in northeast provinces. The results showed that the policy of environmental regulation have positive effect on industrial restructuring in the old northeast industrial base, the market of environmental regulation have insignificant negative effects. That is to say, the policy of strengthening environmental regulation will speed up industrial restructuring and upgrading of the old northeast industrial base, the impact of environmental regulation and market.
