All of these conditions increased the employment pressure of Liaoning province making the employment problem is particularly serious. Therefore, to solve the employment problem, Liaoning province must consider the plan of upgrading industrial structure as a whole. At present, the economic reform in Liaoning province has entered the deep waters and the industrial structure is vigorously adjusted and upgraded. In such a realistic background, the article hopes to explore the mechanism for the influence of the industrial structure’s upgrading of employment to find the relationship between employment and industrial structure’s upgrading, and eventually overcome the bottlenecks which influence the employment expansion and as far as possible to achieve full employment. To promote the upgrading of industrial structure’s optimization of Liaoning province, to accelerate the employment structure’s transformation, thus promote employment and solve the employment pressure in Liaoning province, which has important practical significance.First of all, the article generalizes and summarizes the research both at home and abroad, and makes a briefly evaluate and analyses. Second, from the two aspects’ effect of the upgrading of industrial structure in employment scale and employment structure, make a systematic elaboration of the influence mechanism for the upgrading of the industrial structure of employment. As for the effect of industrial structure’s upgrading of employment scale, on the one hand will have promoted effect on employment scale, on the other hand, due to the industrial structure upgrade, the phenomena of the capital and technology will replace labor force, and lead to structural unemployment. This will have crowding out effect on employment scale. In the end, whether the scale will expand employment depends on the net effect after stacking the both.
