The comptition of 21centery is a talent and human resource comptition, which we use to make an establishment basis for this paper. We also regard the difficulty of human resource training of small and medium-sized enterprises (SMS) as a research object.With respect to research background, international financial crisis,upgrading of domestic industries, and ’demographic dividend’ which we also called the strategy of cheap labour which let the SMS under the complicated domestic and overseas economic environment. Combeding the relevant theories of human resources training systematically and roundly,this paper analyses the existing problems of SMS human resource training in the source,method, modes, contents, organizations,funds.also analyses the plinght of low training motivation in small and medium-sized enterprise managers and workers in the aspect of human resources.Based on above things, putting forward the use of external environment and internal conditions of enterprise to find a suitable way to conform with the development of our SMS human resources training.This paper are consitituted by five parts.The first part is preface which primarily recommends the study purpose,the current statements at home and abroad and the most important methods and contents of the paper.The second part of the paper summaries some basic theories of human resource training and the concepts and theories of SMS human resource such as the Modern human resources theory, human resources training theory, human capital theory and Marx’s theory of labor value to supporte and run through the whole paper.The third part is elaborating the employee sources and training situation of SMS.mainly presenting the status of employee sources and the poor methods, contents,institutions,funds of human resources training to explain the worrying situation of small and medium-sized enterprise human resources training.The fourth part uesed three aspects to analyse the human resources training predicament. The first aspect is poor condition of human resource training,the second aspect is that the SMS enterprises are lack of human resources training motivation,the third aspect is the low enthusiasm of human resource training for employees.The last part is exploring the way of SMS human resource training from internal conditions and external environment.
